In 2017, Gu Jian, Director of the Jiangsu Provincial Health Supervision Institute, and his delegation, representing the National Health and Family Planning Commission, came to our city to conduct an on-site investigation into the hygienic safety evaluation of disinfectant products. Yu Ting, Deputy Director of the Zhejiang Provincial Health Supervision Institute, and Hu Meidan, Deputy Director of the Municipal Health Supervision Institute, accompanied the delegation during the investigation. The investigation team concluded that our city has effectively promoted the safety evaluation of disinfectant products, implemented the relevant policies well, and achieved a high pass rate in product sampling inspections.
Disinfectant products include disinfection equipment, disinfectants, and sanitary supplies. Enterprises producing disinfectant products must obtain a "Hygiene License for Disinfectant Product Manufacturers." Disinfectant products are categorized and managed according to their intended use and the risk level of their target users. Specifically, manufacturers of Class I and Class II disinfectant products, in addition to obtaining the Hygiene License for Enterprises, must conduct a hygiene and safety assessment of their products before they can be marketed. Only after passing the hygiene and safety assessment may these products be legally sold on the market.
Currently, our city has a total of 65 manufacturers of disinfectant products, including 3 manufacturers of Class I disinfectants and 11 manufacturers of Class II disinfectants. All 6 Class I disinfectants and 10 Class II disinfectants currently in production have obtained hygiene and safety evaluation reports. In accordance with the “Notice of the National Health and Family Planning Commission on Further Strengthening Mid- and Post-Market Supervision of Disinfectant Products” (Guowei Jianshi Fa [2015] No. 90), our city conducts special supervisory spot checks annually on disinfectant product manufacturers and markets within its jurisdiction, ensuring overall industry compliance.
The research team visited the Guangyuan Instrument Factory in Jinhua City to gain firsthand insights into how the company implements and carries out its hygiene and safety assessments for disinfection products. The company’s licensed product category is disinfection equipment, with its main products being ozone generators and ozone air disinfectors. Currently, after being tested by accredited third-party testing institutions, the company has obtained hygiene and safety assessment reports for its products. However, due to the absence of a unified national standard, the company has encountered several practical challenges in both testing and sales, leaving it quite troubled.
This survey was commissioned by the Policy and Regulation Department of the National Health and Family Planning Commission. Its primary objective is to develop the industry standard "Requirements for Hygienic Safety Evaluation of Disinfectant Products," thereby helping enterprises better align with market demands and addressing new challenges encountered in the industry's development.
